The Darkovan climate, in general is very cold. The area of the Domains is located near one of Darkover's poles, probably the northern one. Think, in terms of Celsius and Fahrenheit, below freezing.
The Terran all-weather coats don't even work, because synthetic materials aren't always good against temperature. Wool and other warm, insulative natural fibers would be in high demand because of the warmth they provide.
